About the Projects
Coyote Hills Restoration and Public Access Project
The Coyote Hills Restoration and Public Access Project involved the design and construction of riparian forest, oak savannah grasslands habitat, and seasonal wetlands over approximately 170 acres within EBRPD’s Coyote Hills Regional Park, in the City of Fremont. It also installed approximately 1.3 miles of accessible trails, wildlife overlooks, parking, restrooms, picnic areas, and interpretive exhibits. The Restoration Authority helped to fund preparation of final designs and permit applications, and the project was completed in 2025.
Hayward Marsh Restoration Project
The Restoration Authority has funded phase 1 and phase 2 planning and permitting for the Hayward Marsh Restoration Project, bringing it to 100% engineering design and plan, cost estimates, and permit applications. The project will plan for the restoration of Hayward Marsh from a managed brackish marsh into a mosaic of more natural shoreline habitats that are tidally connected to the bay and optimal for supporting wildlife, public access, and climate resilience. During Phase 1, EBRPD conducted the environmental studies and community engagement necessary to develop three restoration design alternatives and the selection of a preferred alternative. Phae 2 advanced the project to a final, 100% engineering design and plan. The design balances habitat, public access, and flood protection benefits in the near term and long term (until year 2080) as sea level rises.
This tour is open to the public. Members of the public will be permitted to address the Board Members on the items on the agenda. No other business shall be considered at this special meeting.

- Everyone is responsible for their own transportation to the tour and from one site to another.
- We will be walking over uneven terrain and trails.
- Attendees should bring their own food and drinks. Refreshments will not be provided.
- We will be outside for the entirety of the tour; please dress for the weather.
- PLEASE DO NOT LEAVE ANY VALUABLES IN YOUR CAR. WE CANNOT PROVIDE SECURITY FOR PARKED VEHICLES.
