8. Oakland Shoreline Leadership Academy Project
Consideration and authorization to disburse up to one hundred eighty thousand dollars ($180,000) to West Oakland Environmental Indicators Project to host a community-led shoreline habitat restoration planning process in Alameda County and to provide local residents from economically disadvantaged communities information and training to enable them to meaningfully engage in the planning process. 9. Invasive Spartina Removal and Tidal Marsh Restoration Project
 
Consideration and possible Restoration Authority authorization to disburse up to four million dollars ($4,000,000) to the California Invasive Plant Council for the continued eradication of invasive cordgrass (Spartina spp.) and enhancement of critically important tidal marsh and mudflat habitat throughout the entire nine county San Francisco Estuary. The project includes invasive Spartina monitoring, treatment, native Spartina revegetation, CA Ridgway’s rail monitoring, and community outreach and job training in partnership with the regional San Francisco Estuary Invasive Spartina Project led by the State Coastal Conservancy and US Fish and Wildlife Service.
