San Francisco Bay Restoration Regulatory Integration Team (BRRIT)

Introduction

The BRRIT is a team of dedicated, funded staff from the six state and federal regulatory agencies with jurisdiction over wetlands restoration projects in San Francisco Bay: U.S. Army Corps of Engineers (Corps); U.S. Fish and Wildlife Service (USFWS); NOAA National Marine Fisheries Service (NOAA Fisheries); San Francisco Bay Regional Water Quality Control Board (RWQCB); California Department of Fish and Wildlife (DFW); and San Francisco Bay Conservation and Development Commission (BCDC). Additionally, the U.S Environmental Protection Agency (EPA) is providing staff to support the BRRIT.

The purpose of the BRRIT is to improve the permitting process for multi-benefit wetland restoration projects and associated flood management and public access infrastructure in San Francisco Bay by dedicating agency representatives to review project information and prepare permit applications for consideration as a team in the most efficient manner.

In addition to the BRRIT, the state and federal regulatory agencies have formed a Policy and Management Team, made up of agency managersm, to coordinate with the BRRIT as necessary to resolve policy issues and provide direction for any elevated project decisions.

Priority Projects

The BRRIT will begin work in 2019, and it is anticipated that the entire BRRIT team will be assembled by July 2019. If you have a multi-benefit wetland restoration project that is ready for pre-application consultation or permit application review by the BRRIT during calendar year 2019, you are welcome to submit to the Authority for possible addition to the BRRIT's priority project list. Projects must be in listed as "San Francisco Bay Restoration Authority (Eligible)" in EcoAtlas. If your project is not yet in EcoAtlas, please use the Project Tracker tool to add it and Authority staff will determine eligibility for San Francisco Bay Restoration Authority funds, prior to your submittal for BRRIT review.

Funders

The BRRIT is funded by the San Francisco Bay Restoration Authority, State Coastal Conservancy, Santa Clara Valley Water District, Bay Area Toll Authority, and East Bay Regional Park District. The state and federal regulatory agencies are providing additional in-kind resources, including management participation in the Policy and Management Team and office space.
